How Did We Get Here?
  • SPCA made an unannounced presentation to the Community Services Committee on Jun 11, 2002
  • The presentation was opinion unsupported by any facts, statistics or analysis
  • Council then drafted a bylaw and attempted to pass First Second and Third reading in one evening with little notice to the public
